CAR – 147

APPROVED MAINTENANCE TRAINING 

CAR-147 specifies the requirements to be met by organizations seeking approval to conduct type training and examination as specified in CAR 66.

Organizations engaged in the aircraft type training shall be approved in accordance with Rule 133B of the Aircraft Rule 1937.

CAR 147 is issued under the provision of Rule 133A.

 

 

 

 

CAR 147 provides the technical standards and guidelines for the approval of aircraft maintenance type training organizations.

CAR 147 is based on EASA part 147.

The CAR 147 specifies conditions for issue, renewal, suspension and revocation of certificates attached to the CAR 147 approval and privileges thereof.

CAR 147, Issue 1, Rev. 0, is published on 19th September 2014 and it is applicable from 2nd October, 2014.

 

CAR 147 is applicable to:  

Approved Aircraft / Engine manufacturing and maintenance organizations engaged in imparting Aircraft, Power plant and its system type training. 

Type training organizations not registered in India and approved by respective national aviation authority that is engaged in imparting aircraft type trgto personnel of Indian a/c operators. 

 

 

CAR 147 Section A is technical requirements (Section B may be procedure for the DGCA).

CAR 147 requirements are organized in four sub parts. 

Sub part A : General 

 B : organizational requirements

 C : aircraft basic training (not included)  

Sub part D: aircraft type / task training.

 

 

EASA part 147 sub part C, aircraft basic training, is not included in the CAR 147.

CAR 147 training organization shall be an organization or part of an organization registered as a legal entity.

 

 

An application for the CAR 147 approval shall be accompanied with para-wise CAR 147 compliance report.

Fully enclosed appropriate accommodation, separate from other facilities, shall be provided for the theoretical instructions and knowledge examinations.

 

 

The maximum number of students undergoing knowledge training during any training course shall not exceed 28.

The maximum number of students undergoing practical training during any training course shall not exceed 15 per supervisor or assessor.

Secure storage facilities shall be provided for examination papers and training records. 

The storage facilities and office accommodation may be combined, subject to adequate security.

 

The organization shall appoint an Accountable manager who has corporate authority for ensuring that all training commitments can be financed and carried out to the standard required by the CAR 147.

 

A person or group of persons (whose responsibilities include ensuring that the maintenance training organization is in compliance with the requirements of this CAR) shall be nominated. Such person(s) must be responsible to the Accountable manager. The senior person or one person from the group of persons may also be the Accountable manager subject to meeting the requirements for the Accountable manager.

 

Any person may carry out any combination of the roles of instructor, examiner and assessor.

The knowledge examiners and practical assessors shall be specified in the MTOE for the acceptance of such staff.

 

Instructors and knowledge examiners shall undergo updating training at least every 24 months relevant to current technology, practical skills, human factors and the latest training techniques appropriate to the knowledge being trained or examined.

 

The organization shall keep all training, examination and assessment records of students for an unlimited period.

The examination staff shall ensure the security of all questions.

 

Any student cheating in an examination, shall be disqualified in the examination and not allowed to take any examination for at least 12 months after the date of the incident. The DGCA shall be informed of any such incident together with the details of any enquiry within one calendar month.

 

 

Any examiner found to be providing answers to any candidate during any examination, shall be disqualified from acting as an examiner and the examination declared void. The DGCA must be informed of any such occurrence within one calendar month.

 

 

The organization shall provide an exposition, describing the organization and its procedures.

Maintenance Training Organization Exposition (MTOE) shall contain: 

statement signed by the accountable manager, 

the title(s) and name(s) of the nominated person(s), 

 

the duties and responsibilities of the nominated person(s), 

maintenance training organization chart, 

list of the training instructors, knowledge examiners and practical assessors, 

general description of training and examination facilities located at each address, 

 

 

list of the maintenance training courses, 

maintenance training organization’s exposition amendment procedure, 

maintenance training organization’s quality procedures, 

maintenance training organization’s control procedure, 

list of the locations.

 

 

The MTOE and any subsequent amendments shall be approved by the DGCA (DGCA may agree via a procedure stated in the amendment section of the MTOE that some defined class of amendments may be incorporated without prior approval by the DGCA).

 

CAR 147 organisation is having the following privileges:

Aircraft type rated theoretical Knowledge training and examination in accordance with CAR-66.

Aircraft task training courses in accordance with CAR-66.

Aircraft practical tasks as listed in addendum II of CAR 66.

Issue of certificates following successful completion of the approved type training courses and examination.

 

 

Training, knowledge examinations and practical assessments may only be carried out at the locations identified in the approval certificate and/or at any location specified in MTOE.

 

An organization may not be approved to conduct examination unless approved to conduct the corresponding training.

MTO shall notify the DGCA of any proposed changes to the organization that affect the approval before any such change takes place.

 

Failure to inform the DGCA of such changes may result in suspension or revocation of the MTO approval certificate backdated to the actual date of the changes. Any training conducted during suspension/revocation period shall not be recognized.

 

CAR 147 approval shall be valid provided:

the organization remaining in compliance with CAR 147

the DGCA officials being granted access to the organization to determine continued compliance with this CAR

The certificate not being surrendered or revoked.

Upon surrender or revocation, the approval shall be returned to the DGCA.

 

 

CAR 147 approval shall be issued for a period of three years.

The CAR 147 findings are classified into two: level 1 and level 2. A level 2 finding is any non-compliance with the training process which is not falling under a level 1 finding.

A level 1 finding is one or more of the following:

any significant non-compliance with the examination process which would invalidate the examination(s),

failure to give the DGCA officials access to the organization’s facilities during normal operating hours after two written requests,

lack of an accountable manager,

significant non-compliance with the training process.

 

After receipt of notification of findings, the holder of the maintenance training organization approval shall define a corrective action plan and demonstrate corrective action to the satisfaction of the DGCA within a period agreed by DGCA.

 

The larger maintenance training organization (an organization with the capacity to provide training for 50 students or more) should appoint a training manager with the responsibility of managing the training organization on a day to day basis. Such person could also be the Accountable manager.

 

 

In addition, the larger maintenance training organization should appoint a quality manager and an examination manager. The accountable manager, the training manager or the examination manager (quality manager not included)  may also function as an instructor and /or examiner / assessor; however they shall not function as an examiner in respect of subjects delivered by them.

 

 

The smaller maintenance training organization (organization with the capacity to provide training for less than 50 students) may combine any or all of the managerial positions subject to the DGCA verifying and being satisfied that all functions can be properly carried out in combination. 

 

 

Personnel involved in quality audit functions should be independent from the other managerial functions.

With the exception of the accountable manager, a CA form 04 should be completed for each person nominated to hold a position.

 

 

Any management personnel currently accepted by the DGCA in accordance with the regulations prior to CAR147 coming into force may continue to be accepted, but shall meet the requirements with in a period of 12 months from the date of grant of Approval or conduct the next type training course whichever is early.

 

 

In general, a CAR-147 organization is suggested to have:

Accountable Manager

Training Manager (possibly his deputyalso, in a large organization)

Quality Manager (possibly his deputyalso, in a large organization)

Examination Manager

 

Updating training should normally be of 35 hours duration but may be adjusted to the scope of training of the organization and particular instructor/ examiner. 

The procedure of updating training to the instructors should be defined in MTOE as a policy of the training organization.

 

The following minimum information relevant to the scope of activity should be kept on record in respect of each instructor, knowledge examiner and practical assessor:

 Name, Date of Birth, Personnel Number, Experience, Qualifications, Training history (before entry), Subsequent Training, Starting date of employment/ contract, ending date of employment/ contract (if appropriate).

 

 

The record may be kept in any format but should be under the control of the organizations quality system.

 

The independent audit procedure should ensure that all aspects of CAR-147 compliance should be checked at least once in every 12 months and may be carried out as one complete single exercise or subdivided over a 12-month period in accordance with a scheduled plan.

 

 

 

The independence of audit system should be established by always ensuring that audits are carried out by personnel not responsible for the function or procedure being checked.

 

 

 

Internal audit programme for the succeeding 12 months period should be provided at the time of making application for renewal of approval.

Audit report should be submitted to DGCA within 15 days of their completion.

 

 

 

 

Where the maintenance training organization is also approved to another part (like CAR 145, 21, M etc) requiring a quality system, then such quality systems may be combined.

 

 

It will be the responsibility of training manager to ensure findings emanating from any of the oversight programme are handled properly.

 

The organization should not reject more than two written requests from the DGCA to authorize access to its facility.

Potential instructors of CAR-147 organization are to be trained in instructional techniques.

 

A large training organization (an organization with the capacity to provide training for 50 students or more) should have a dedicated quality audit group whose sole function is to conduct audits, raise finding reports and follow up to ensure that findings are being rectified.

 

Aircraft type training may be subdivided in airframe and/or power plant and/or Avionics / electrical systems type training courses. A MTO may be approved to conduct airframe type training only, power plant type training only, avionics/electrical systems type training only or any combination thereof.

 

 

The updating training may be subdivided during the 24 months into more than one element and may include such activities as attendance at relevant lectures and symposiums.

 

Synthetic training devices are working models of a particular system or component and include computer simulations. A synthetic training device is considered beneficial for complex systems and fault diagnostic purposes.

The management control and follow up system should not be contracted to outside persons.

 

 

Accountable manager should hold routine meetings to check progress on rectification except that in the large training organization such meetings may be delegated on a day to day basis to the quality manager as long as the accountable manager meets at least once per year with the senior staff involved to review the overall performance.

 

 

 

Training organizations should retain a record of the Instructors, Knowledge Examiners and Practical Assessors training, qualifications and experience. 

 

 

A record system should be established to record the skills, proficiencies and competencies for the continuance / revalidation of Instructors, Knowledge Examiners and Practical assessors within the training organization. Periodicity of these checks should be recorded and retained in the individual’s personal training record file.

 

 

All Type Training Instructors, whether permanently or temporally employed, must have undergone an instructor techniques course and be able to demonstrate an understanding of the CAR-66 andCAR-147 regulatory requirements. Additionally they should have a practical working knowledge of the Maintenance Training Organizations Exposition (MTOE) and associated training procedures.

 

 

Any Instructor, Knowledge examiner or Practical assessor who has passed 24-month period without exercising the privileges of his authorization, must comply with:

For inactive period of 24 to 30 months, the recovery action is 35 hours update training + Continuation training + Training School procedures and processes + 2 monitored training sessions with another instructor.

For inactive period of 30 months onwards, the recovery action is:  As above plus two sit-ins on the type course for the authorization being sought.
